Rural Payments Agency Announcement of Basic Repayment Scheme Entitlement Rates

On 20 September 2022, the Rural Payments Agency (RPA) announced the Basic Payment Scheme (BPS) entitlement rates for 2022 for England. In essence, the rates are to remain the same as for 2021.

The 2022 total ceiling for England has also been confirmed as £1,845,156,000 (this is the same as England's 2021 ceiling). This will be used to calculate BPS entitlement values and to fund the young farmer payment for the 2022 scheme.

For BPS 2022, the RPA will apply further progressive reductions to each farmer's payment as they continue to phase the payments out following Brexit and introduce new schemes, such as the Sustainable Farming Incentive. For 2022, these reductions will be between 20% and 40% (last year they were between 5% and 25%). This means the overall amount spent on BPS 2022 will be less than the ceiling.

There is an online calculator which farmers can use to find out how progressive reductions could affect their BPS payments for scheme years 2021 to 2024.
